		<description>the post says "Various reasons have been blamed for the sharp slide in supply: erratic weather; natural disasters; soaring fuel and transport costs; supply hoarding and smuggling; conversion of agricultural lands to cash crops, biofuel production, and other commercial purposes, etcetera."
- why they should be blaming the erratic weather, soaring fuel cost, conversion of lands...though these are uncontrollable, but they can be manageable through planning and inventory management, technology, budget control, information, etc...I heard from a friend who graduated from UP Los Banos, almost a decade ago that there has a grain of rice that can be harvested four to five times a year...that's why they call it as a miracle rice...farmers are planting this kind of rice for their own consumption, the reason why they dont plant for public consumption is because that this type of rice is dirty white or black in color specially when it was cooked. And to think that this miracle rice has the same quality with the other commercial rice in terms of nutrients and taste....But the thing that I should blame (if I have the authority)is the overseer/secretary of the agriculture and who gave him the authority to handle this job...really a mess man!(jamaican accent) yu hir!</description>

		<description>I say enough already of comments of this nature, JCC, Jojo, and everyone concerned. Not only are they abusive and insulting, they also dwell more on meta-discussions that have no relation to the topic of the blog post.

I don't have to keep reminding everyone how to conduct themselves on the blog, do I? This blog is meant for a healthy, open, sensible, and more tolerant exchange of ideas no matter how contrary they may be to one's own.

Please review our blog rules, in particular the following quoted below, as we will no longer tolerate any repeated violations and will not hesitate to mete out the corresponding sanctions -- removal of offending comments and/or a lifetime ban from this community:

- The topic of a blog entry is the topic for all comments pertaining to it. Beware of conversational drift.

- No meta-discussion.
