Comelec rejects half of Senate aspirants

THE Commission on Elections has declared as “nuisance” 42 of those who filed their certificates of candidacy for the Senate, leaving 37 to vie for the 12 seats up for grabs in May.
Issuing Resolution No. 7832, the poll body gave “due course” to the candidacies of 34 aspirants nominated by 13 political parties. Three independent candidates were also deemed legitimate.
“Considering the dignity that must be accorded to the Office of the Senator,” the resolution reads, “there are indications that various certificates of candidacy were filed to put the election process in mockery or disrepute or to cause confusion … by … acts which clearly demonstrate that the candidate had no bona fide intention to run.”
Those declared as nuisance candidates are asked to appear before the Comelec on Tuesday, the 6th, to set their appeal.
The following made it to the official list of senatorial candidates:
- Joselito Cayetano, Melchor Chavez, Antonio Estrella, Oliver Lozano, Eduardo Orpilla, Ruben Enciso and Victor Wood (Kilusang Bagong Lipunan)
- Francis Joseph Escudero, Loren Legarda, Vicente Sotto III and Teresa Oreta (Nationalist People’s Coalition)
- Aquilino Pimentel III (Partido ng Demokratikong Pilipino-Lakas ng Bayan)
- Michael Defensor, Vicente Magsaysay, Cesar Montano, Prospero Pichay Jr., Ralph Recto, Luis Singson and Juan Miguel Zubiri (Lakas-Christian Muslim Democrats)
- Panfilo Lacson, John Henry Osmeña and Antonio Trillanes IV (United Opposition)
- Benigno Aquino III and Francis Pangilinan (Liberal Party)
- Martin Bautista, Zosimo Paredes and Adrian Sison (Ang Kapatiran Party)
- Sonia Roco (Aksyon Demokratiko)
- Joker Arroyo (Kabalikat ng Malayang Pilipino)
- Alan Peter Cayetano and Manuel Villar Jr. (Nacionalista Party)
- Edgardo Angara (Laban ng Demokratikong Pilipino)
- Jamalul Kiram (Partido Demokratiko Sosyalista ng Pilipinas)
- Felix Cantal (Philippine Green Republican Party)
- Anna Dominique Coseteng, Richard Gomez and Gregorio Honasan (Independent)
Among those who were dropped from the roll is Danton Remoto, Ateneo de Manila professor and head of the gay group, Ang Ladlad. The group had as well filed for accreditation as a party-list contender for the House of Representatives, but was similarly rejected by Comelec for “failing to comply with the law.”
KBL’s Joselito Cayetano, meanwhile, still faces a disqualification charge from opposition candidate Alan Peter Cayetano; the hearing is set for March 7.
Comelec chief Benjamin Abalos Sr. also says the list of 37 may still be shortened.

I don’t know if they rule of rejecting candidates to run as nuisance candidate instead of deterring them to run is a fair one.
As an observant of our own electoral process here, where anyone, without discrimination can run for elected office, there should be at least some kind of deterrent for non-serious candidates not to file candidacy instead of the political bodies to determine their intentions, which is quite hard to do.
Some of the deterrents are the fol..
> A very strict rule in recording of campaign donations and expense, subject to audit.
> If running for a party candidate should win a nomination from membership or endorsement of party official or leadership.
> A Hefty “nuisance candidate deposits” which will be forfeited for the treasury if said candidates can not attract or obtained a Minimum number of votes as per guideline for Nuisance Candidates.
These are just a few of the rules, but it discourages those whose intentions are not serious and would not even go out and vote for themselves, as we experienced in the past.
joselito cayetano of the kbl made it while that danton remoto (an ateneo professor and head of ladlad) declared nuissance? what a joke this comelec decision is.
we all knew the one-sided mentality of chairman abalos. he promised this election as his last mandate to the filipino people but look what he’s doing again? ok i agree with him that a person can run based on his/her platform & party affiliations. but what about the integrity of the persons who run under that party?
take the case of one joselito cayetano. its very clear that this guy is a nuisance candidate. though he’s under a kbl party the comelec should first vouch his capacity to run in the national field. we can see here the day-light insinuation of a certain candidate to malign or put in fox-hole the candidacy of another candidate in the name cong. cayetano. isn’t it that chairman abalos is again putting tricks on this election? do we see here the impartiality of the comelec? or is it again the dirty tactics of GMA & FG in order to spoil the votes of cong. cayetano. it is very clear that the GMA administration is again jeopardizing & insinuating to cheat again this election through this un-characteristic candidates of kbl through atty. lozano. how much money GMA or FG paid again to atty Lozano just to ruin the candidacy of cong. cayetano? isn’t it same as the impeachment proceedings initiated by atty. lozano? well it’s up to us to guess.
it’s very clear now that lozano is a paid lackey of gloria to be used against her opponents. so far, every penny that she paid to lozano is worth it considering the unsuccessful bids to impeach her. now allan peter cayetano’s candidacy is in also jeopardy because of the nuisance candidate fielded by lozano (with the blessing of imelda of course).
in the first place, why should any candidate be declared as a “nuisance candidate”?
the COMELEC’s decision to declare someone as a nuisance candidate is no different from a censor exercising prior restraint on a writer… instead of letting readers decide for themselves if they will read writer’s work or not, they arrogate unto themselves the decision to choose for the readers.
let whoever files his candidacy run, and let the voters decide for themselves whom they will vote for.
my neighbor tells me there’s not much difference between a nuisance Joselito Pepiter and a noisy (…and nosey*) Alan Peter!
Pepiter lied about his job as marine engineer while Peter lied about poor FG’s riches.
i said the similarity lies on the fact that they are both kargadors of heavy weights…
