Kidnappers exploit political crisis

KIDNAPPERS appear to be taking advantage of the political turmoil as Metro Manila’s police force has partially shifted its attention from anti-crime activities to securing Malacañang and maintaining order during anti-Arroyo demonstrations.
The Citizens Action Against Crime (CAAC), an anti-crime NGO, has recorded six kidnapping incidents in the capital alone since early June. Three of these have not been reported to the police. Most of the victims are Chinese Filipinos.
Kidnapping had waned under the Arroyo presidency—until now, according to the CAAC.
Two recent incidents occurred near the industrial park in Lawang Bato, Valenzuela, which used to be a popular hunting ground of kidnappers until local businessmen donated two years ago six motorcycles to the Valenzuela police to patrol the area.
Since the political crisis broke in early June, police haven’t been seen patrolling the neighborhood, the CAAC quoted the business community as saying.
A businessman was shot dead and his brother injured when they tried to shake off kidnappers in Valenzuela on July 12.
Three days earlier, a factory owner was seized in the vicinity and released two days at a fastfood restaurant in Quezon City later after payment of a P1.7 million ransom. Kidnappers told the factory owner his neighbor would be the next prey.
The other victims include a 19-year-old college student and a businesswoman who were freed after paying ransom; a Taiwanese national who escaped after several days of captivity; and a businessman who remains in captivity.

[...] Last July, anti-crime groups had already expressed their alarm at the rising number of kidnapping incidents, which they said was partly the consequence of the police’s preoccupation with monitoring anti-government protests. [...]
[...] The CAAC and MRPO report did not cite any reason for the upsurge in kidnapping incidents. For lack of gainnful employment and business opportunities, some enterprising individuals will resort to kidnapping as a profitable alternative. although the risk is a little bit pronounced, desperate people will do desperate deeds much more if there is window of getting away from such. les mis…
[...] The MRPO earlier said the political crisis triggered by the disclosure of the wiretapped conversations between Arroyo and former Elections Commission Virgilio Garcillano on the supposed cheating in the 2004 elections has also drawn the police away from pursuing criminals, including kidnapers.
