Cabinet reshuffle continues

PRESIDENT Gloria Macapagal-Arroyo has announced several changes in her Cabinet in the last three days, including the appointment of two allies in Congress.

On Sunday, Antipolo City Rep. Ronaldo Puno was appointed secretary of the Department of the Interior and Local Government (DILG), a post he held in the Estrada government; Camarines Sur Rep. Rolando Andaya, meanwhile, was named to the top post in the Department of Budget and Management (DBM).

Puno is the president of President Arroyo’s party, Kabalikat ng Malayang Pilipino (KAMPI), and was key in the president’s campaign in May 2004. (Read PCIJ’s report here.) Andaya is a long-time chairman of the House committee on appropriations. (Click here and here for information on Puno and Andaya posted in PCIJ’s i-site.)

The president’s critics were quick to point out that the recent appointments are meant only to serve the president’s interests. Sen. Aquilino Pimentel, for example, said Malacañang wanted Puno at the DILG so the administration could "make use of his expertise as a political operator par excellence in mobilizing local government executives to support charter change."

Puno was just as quick to defend himself, telling the media, "The president does not owe me anything. I have no agenda."

But this is not the first time that the president has appointed members of Congress to her official family. In 2001, as soon as she took over the presidency, Arroyo named 15 lawmakers to various top-level positions in her government. (See this list from PCIJ’s book, The Rulemakers: How the Wealthy and Well-Born Dominate Congress.) That number was then unprecedented, and included Sen. Teofisto Guingona who was named Vice President. Those officials were mainly her allies at that time, many of whom had played prominently in the Estrada impeachment, which eventually carried Arroyo to the Palace.

Malacañang also announced yesterday the appointment of former Western Samar Rep. Antonio Nachura as chief presidential legal counsel. Nachura was president Arroyo’s "resource person" in the impeachment process against her that ended in September. He replaces Merceditas Gutierrez, who was named Ombudsman in November last year.

Nachura is also said to be one of two officials being considered for the top post in the Department of Education (DepEd), which was left vacant after former secretary Florencio Abad quit last year. Abad was among the group now known as the "Hyatt 10"—Cabinet secretaries and top-level officials who left their posts on July 8 and called for Arroyo’s resignation amid allegations of electoral fraud.

The other name being floated for the education portfolio is that of former Iloilo Rep. Augusto Syjuco, now the head of the Technical Education and Skills Development Authority (TESDA).

Neither Syjuco nor Nachura, however, appear to have the support of DepEd officials wary about politicians who might meddle in the education sector. As soon as Abad left, top and middle-level DepEd officials issued in July a full-page newspaper ad, emphasizing the need to keep the education system "nonpartisan and insulated from politics." And in September, as the president designated Usec Fe Hidalgo as Officer-in-charge, DepEd officials welcomed the appointment, saying it "closes the doors for politicians to be appointed as secretary."

Other changes in the Arroyo cabinet:

  • Angelo Reyes - Secretary, Department of Environment and Natural Resources (DENR)
  • Michael Defensor - Presidential chief of staff
  • Esperanza Cabral - Secretary, Department of Social Welfare and Development (DSWD)
  • Edgardo Pamintuan - Chairman, Subic-Clark Development Area

Executive Secretary Eduardo Ermita said "three or four" other appointments will be announced in the coming days.

Change in any organization when well planned and well executed is good (hopefully the good effect cascades to whole country). We deserve the best people in the government. (Although some of the appointees -their purpose of being appointed and their competencies with regards to their respective job/position - are questionable)

On second thought, to effect real and meaningful change, it may not be about changing the people in the organization~ what may be needed is systemic change!

For other departments doing good, why tinker with them? If it ain’t broken, don’t fix it! Leave the education department to the educators!

Is GMA paying back those people who have helped during the impeachment? If Reyes was doing a good job at the DILG why transfer him to another department? If he was not, why don’t she just remove him? Puno, Andaya, Nachura are politicians. Their loyalties are to themselves and GMA who appointed them not to the people whom they are supposed to serve. Parang si Gonzales na naman iyan, who will file cases against those who are not allies to GMA. Have he ever filed a case against an allie to the President? Whatever happened to the case of Iggy Pidal Arroyo? The people who were responsible for the Macapagal Highway.

Apponting politician will not serve the interest of the people and will not change the perception of the people that GMA is the worst president of the country. If she wants people to start believing in her, she appoint people who are the most qualified for the position.

ha ha ha ha…..!!!! I find the comment funny but it very very true!!!.

Note that once Chief Justice Panaganiban retires another PUNO will become the Chief Justice. And that is only a year from now…. And there is another Puno who is aspiring to be a senator….I bet he will run again next year. And with PUNO at DILG and has direct control on all LGUs im sure this one PUNO will realize his dream. If that happens it will not be very remote that we will become a PUNO republic…..

I am always a proponent of a strong party style of government, so when the electorate decided to change the government the whole new faces come in and all the olds come out instead of the same yoyos coming back and fort at the whim of the president. Just like the one we had here (canada), the people decided to throw out the Liberal and not a single one of them was left in the cabinet but instead they will be in the opposition bench now and the Conservative Party will be leading for a while until such time they will be thrown out. Not much time for them to know the trick of the trade (just kidding), that case of corruption by the past Liberal Government was just a blip in our history and they paid dearly for that. Let be a Lesson to Ate Glo and the Rest of them who may not have learned that Grandma said (that should be naykika) that taking that is not yours is no GOOD.

DILG chair for PUNO. No problem about that. As long as he knows fully and understand what he is suppost to do. Administratively walang problema dun.

Ang problema e kung ang iniappoint dun sa DILG ay di man lang nanggaling sa DILG ranks at walang alam sa systema.

Tulad nung iniappoint si Mike Defensor sa HLURB at DENR. e wala man lang Kaalam-alam eto sa pinasukan niya. blunder yun ni GMA.

I am comfortable with PUNO as DILG chief. why not ask people from DILG ranks.

it needs a lot of repair from the damages done by DENR Sec Mike Defensor. Di kaya ni Mike sanggahin yung issue sa minahan (mining) na binigyan niya ng permit. Opinion ko lang yun. Sorry kung mali. anyways i am happy i got my answered prayer wala na si Mike sa DENR. DENR people must be happy about it. GLORIA SELF-DESTRUCTING!!!!???????

A few months ago gloria appointed Gen. G.Senga as AFP, Chief of Staff.
But according to Jun Cobarrubias’ 02/09/2006 The Daily Tribune news item :

“AFP chief Senga-GMA ties strained”

“Armed Forces of the Philippines (AFP) Chief of Staff Gen. Generoso Senga is reportedly slowly being stripped of his powers as military chief and by his Commander-in-Chief, President Arroyo.

This move from Malacañang reportedly came after reports that Senga’s relative, a brother-in-law, was linked to the recruitment activities to entice junior officers into joining the Young Officer Union New Generation (YOUng) in its bid to topple the President and her regime, an insider from the Intelligence Service of the AFP yesterday disclosed to the Tribune.

The Intelligence Service of the AFP agent pointed to Army chief Gen. Hermogenes Esperon as the de facto chief of staff, allegedly having been given verbal instructions by Mrs. Arroyo to “act as her eyes and ears” in the top brass as Senga’s loyalty to her is “still being evaluated” and while a “quiet investigation” by those officers trusted by the President, into the extent of the links of the AFP chief’s relative to the junior officers, as well as the brother-in- law’s influence over Senga, is ongoing.”

kung sa experience lang sa dilg, marami si puno noon dahil hinawakan niya na yan dati. ang sa akin lang, wala na bang ibang taong may kakayahang mamuno sa mga ahensiya ng gobyerno natin at palagi na lang mga recycled goods ang itinatalaga? why not try young but promising and dynamic individuals who might have new and better ideas of running the govt.? what’s happening is parang mga yoyo (as naykika mentioned) ang mga govt opisyal na balik ng balik sa puwesto at palitan lang yung iba or regodon instead of putting in new faces.
but of course with the present set-up, what can we expect from the fake president? she is pre-occupied in holding on to her seat kaya kailangan niya ang mga taong eto. uso rin ang mga political butterflies (balimbing) kaya balewala ang party system. ang magkalaban ngayon ay magkaalyado na bukas. tunay na pambihira ang ating mga politiko. only in the phils.

when a Political Party is voted into government, it was voted for its political platform, party principles, programs as laid during the campaign, and of course the charisma of its party leader. Once sworn in to govern it will form a cabinet to carry out those mentioned. The cabinet officials will guide the public servants and its deputies in performing what was promised to the electorate during the campaign throughout its mandate. The opposition parties being the check and balance in Parliamentary system are the watchdogs of the people. Keeping tally what the govt. doing wrong to use as issues for the next election campaign. Now, If you are the political Party in the Government, you have to do your darnest best so you’ll get reelected next time, don’t you? Because we the voters here know what we are doing and the people we are voting to govern us. Now I think before I think and talk.

rego: Parliamentary sytem will be a disaster if applied at the present situation in the Philippine Setting. Because an absolute majority in Parliament would be just a license for a Philippine government to do whatever it wants. Someday, when Politicians attained that level of maturity maybe, but at the moment when our system there is so complete with proper check and balance, nobody follow the rules anyways. You must remember that corruption has nothing to do with any form of Government; it is covered under the Criminal Code plain and simple. for now thats my take.

When that woman gloria who claims to be president reshufflles her “cabinet”, the main purpose is to consolidate forces for PERSONAL
POLITICAL SURVIVAL. So why bother, qualifications and integrity. Most important for her is USEFULLNESS of her appointees. She chooses Mike Defensor as Presidential Chief of Staff, because, Mike D is a blind follower.
In time of uncertainties, it’s smart move to consolidate loyal forces.
That woman is really intelligent and smart, the sad part is - these qualififcations are NEVER USED for the advancement and survival of the country, BUT ALL for PERSONAL BENEFITS.
